Cygwin のインストールにオプションがつかえた。
今更知った。もっと早く知っていれば。
./setup-x86-64.exe --no-admin
これをつけることでインストール時に、Admin権限を要求されないので、UACの権限がなくてもインストールが可能になる。
たぶんデスクトップやスタートメニュー作成で権限が要求されているので、UAC昇格で管理者権限が必要だとおもっていたCygwinも管理者権限を使わずにインストールすることが可能になっている。

そのほかにもいろいろなオプションがあって、パッケージ管理ができるようになっていてうれしい。
